RESTORED: The badly-damaged Deans’ farm buildings will be restored by June with concept designs showing what they could look like.

Deans’ farm buildings closer By Georgia O’Connor-Harding TWO FARM buildings on the original Deans’ farm in the heart of Riccarton could be restored by the end of June. The buildings at 39 Kahu Rd, close to Riccarton House and Bush, were damaged in the February 2011 earthquake. Work is under way on the buildings. The main structure will become a school museum and the other building a uniform shop. The city council last week rubber-stamped a heritage

Mr Hill said the school would fund whatever the shortfall was to complete the project. The school has a long association with the Deans’ family. Its highest award, The Deans Scholarship, was founded in memory of Bob Deans, who was a senior monitor at the school before becoming a famous All Black.

Deans etched himself into rugby folklore when he had a try disallowed against Wales at Cardiff Arms Park in 1905. The try would have allowed the All Blacks to draw the match. Mr Hill said the restored buildings would be the long awaited museum which would be open to the public. The Deans’ brothers, William and John, were some of the earliest European settlers in the city and were successful farmers. They set up the farm in Riccarton in 1846.

THE OWAKA pit – what a longwinded saga this has been. On pages 6-7, reporters Georgia O’Connor-Harding and Bridget Rutherford give an insight into why. It seems our elected community board members and councillors can’t actually get access to reports done by their own council staff without a fight. And that includes what the council is doing about getting rid of the waste at Owaka. Residents in the area deserve better and when we questioned council staff over their stance they didn’t take a backward step. Now that might not be so bad if things were getting sorted but in the case of Owaka it hasn’t been. There’s still a lot of waste to get rid of. But on a brighter note the Deans farm buildings in Riccarton will be restored. Good stuff. – Barry Clarke

News Complex debate rolls on By Georgia O’Connor-Harding DENTON PARK, Kyle Park and Warren Park are the last location options left standing for where the new Hornby Library, service centre and south-west pool will be built. At an extraordinary public meeting today, the board will decide on whether to start or defer consultation to consider more options for the $13 million project. THe Halswell-HornbyRiccarton Community Board narrowed the location options down from 11 to three at a public-excluded briefing last Tuesday. It comes after community board member Debbie Mora questioned last week whether there was even a need for a new library in Hornby. She told Western News there is a perfectly adequate library in Hornby and it was unfair to the ratepayer to spend money lavishly. Statistics showed the current Hornby Library had 174,178 visitors in the last year which averaged out to 3350 per week. Location options ruled out by the community board for the facility is the old Sockburn

locations. “It is an important meeting but it is not the last step . . . anyone who has got concerns, ideas or suggestions will certainly be able to make a formal submission,” she said. Members from the Hornby Cricket Club and Hornby Rugby Football Club concerned about losing their sports grounds on Denton Park will attend the meeting. A city council report said Denton Park is a central location convenient for a wide cross-section of users and there are “potentially excellent” opportunities for integration into the park from the facility. Board chairman Mike Mora said he believes there are some locations that still need to be considered but they will emerge at the meeting today. KIDNEY SURGERY A 6 year old Golden Lab called, you guessed it, LOLA, came to see us for a referral ultrasound at the end of last year because she had been urinating “clots” of blood. She was clinically bright and alert at the visit but did have a history of possibly having access to rat bait 7 days earlier. The abdominal ultrasound was performed by Catherine and she found a possible bleed into the left kidney but no sign of tumours anywhere else. A wide range of blood and urine testing was performed, including clotting times in case of rat bait access, and all showed up very normal, apart from evidence that she had experienced a recent bleed. So initially she was discharged on Vitamin K in case of rat bait and antibiotics. She seemed bouncy and was of course still ravenous but a follow up ultrasound was scheduled for the following week to check to see if the haemorrhage had resolved in the left kidney.

She returned happily to see Kirsty the following week looking great. No further blood clots were seen in her urine. The ultrasound of the left kidney appeared in worse shape – the kidney was increased in size and still full of fluid – blood? Specialists were consulted and it was agreed that a CT scan was needed to rule in or out cancer. Kirsty accompanied Lola to her CT scan. The radiologist noted marked pathological changes in the left kidney that resembled a rapidly progressing primary kidney tumour. No sign of cancer was seen in the lungs or other parts of the abdomen. It was decided that she needed a nephrectomy ( removal of the left kidney) fairly urgently while she still essentially well. Her right kidney was functioning normally ( as seen on CT scan and via the bloods)and without surgery her prognosis was probably less than 1 month. So Kirsty and myself put our hands up to operate on Lola. A nephrectomy surgery is not to be taken lightly so we did our research before attempting the left kidney removal ( text book reading, U tube videos, consulting with other surgeons). We had a blood donor dog, a German shepherd called Pepper, on standby in case she lost a lot of blood or we couldn’t control surgical bleeding.

My Lola frequently gave blood but since she’s had a renal tumour removed and undergone chemotherapy, she can no longer have blood drawn. It is important for a clinic to have access to a healthy, young, disease free canine patient in the case a blood transfusion is needed. Collecting blood is largely straight forward although the donor dog often needs to be sedated as the collection needle is large bore and goes into the jugular vein. The patient must lay very still while we are collecting the blood. Pepper did an amazing job and her blood was sent to the After hours clinic with Lola in case she required it. The surgery was a complete success, and even though there were a few tense moments during the 2 hour operation, Kirsty and I were thrilled with the final outcome. Her left kidney and ureter were carefully removed and the bleeding controlled. Georgie did a superb job of anaesthetic monitoring – not straight forward at all. Lola woke up brilliantly and has really never looked back. Her owners were very thrilled and grateful for the work our entire team carried out from start to finish. And the best news being, the mass in the kidney wasn’t “cancer”, the kidney was diseased, non functioning and had a large blood clot present. Lola will need ongoing monitoring to make sure the surviving kidney maintains good health. This will be done by regular blood and urine testing with her primary vet in Ashburton. Just like with my Lola, we are out of the woods but still need to keep our eyes open for any small changes. My Lola did have kidney cancer confirmed so she gets 6 monthly CT scans at St Georges and 3 monthly blood and urine testing. Periodically she is fed Prescription kidney diets but for now her surviving kidney is holding up well. Long may it last – my Lola is now swimming and relaxing up in the Bay of Islands with the family. Take home message – consult your vet immediately if your dog passes clots of blood in the urine. This isn’t normal.

FendaltonWaimairiHarewood Community Board deputy chairman Sam MacDonald talks about what Donald Trump is doing to politics.

tion tasked with spending millions of dollars every year on roads, traffic, waterways, parks and collecting rubbish, there isn’t much of everyday life that isn’t impacted by the work overseen by elected representatives. Now, while I don’t propose that our elections are comparable to the US elections, the challenge remains: How do we improve voter participation and increase the awareness of what your city council and community board do for you? I’ve taken a different approach in the Waimairi Ward. Firstly, by working with local residents on key issues, such as challenges with urban planning and development, parking and traffic issues, and the under utilisation of our parks and recreational areas. Secondly, I’ve been working to raise awareness of the importance of

Has Donald Trump revived politics? It seems to be the topic every media outlet across the globe is reporting – the Donald Trump presidency. While we have seen him already make controversial moves like remove the United States from the Trans-Pacific Partnership Agreement and adopt an archaic, protectionist approach to trade, the question still stands. Is a Trump presidency likely to improve the awareness of politics and the importance of voting? One of the struggles inherent with local government elections is the lack of awareness or engagement and the resulting low voter turnout. In the 2016 elections, only 40 per cent of Christchurch voters cast a ballot. For an organisa-

democratic participation. As a young representative, passionate about getting youth involved in not only our community, but the democratic process, more can be done. I challenge you to talk to someone under the age of 30 and discuss the importance and impact of their vote. While rubbish collection and traffic issues may not be the most appealing conversations, the point remains – will the ongoing controversy surrounding the Trump presidency, in the very least, raise awareness around the importance and impact of your democratic right to vote? Halswell Domain car fire spooks residents ahead of skate park

5

By Georgia O’Connor-Harding

Ranger will return home to Riccarton Bush cottage

HALSWELL DOMAIN security has come under scrutiny after a vehicle was driven through unlocked gates and set alight. The vehicle was set on fire beside the playground at about 1.20am on Wednesday near where the new Halswell Skate and Recreation Park is set to be built. The city council is investigating why the domain’s gates were left unlocked and will be talking to the security company tasked with the job. The vehicle was removed on Thursday morning with the owner’s insurance company paying for the removal. It will cost the city council an estimated $200 to remove the destroyed grass. Resident Darryl Clarke said if the city council is not going to lock the gates at night with the new skate park, it is going to cause more issues for residents living nearby. “It is good for the kids; I am not against it in that way. It is a bit different when you live near something like that,” he said.

By Georgia O’Connor-Harding PLANS ARE under way for a ranger to be back living at Riccarton Bush over winter. The ranger’s cottage, which was severely damaged in the February 22, 2011, earthquake, will be rebuilt. The Riccarton Bush Trust now has a building consent to rebuild the cottage on Kauri St, near the south side of the bush. The cottage was occupied by current ranger Gavin Ruckledge before the earthquake. But prior to Christmas, the cottage was demolished. Riccarton Bush Trust deputy chairman and chairman of the Halswell-Hornby-Riccarton Community Board, Mike Mora, said having a ranger on site was worth it. “If anybody gets trapped in the bush after the gates are locked at night, then they can go to the emergency exit and get out by the ranger’s house,” he said. A sprinkler system, fire hydrants, pumps and wells are now in place near the new cottage site in case of a fire, Mr Mora said. In December last year, the public toilets at Riccarton Bush were set on fire.

BURNT OUT: A vehicle was set alight in the Halswell Domain on Wednesday night after security forgot to lock the gates.

He said the designs for the skate park look good, so long as the city council does not put lights in at night.

Designs were released recently showing what the new skate park will look like with consultation remaining open

until February 20. Halswell Community Project chairwoman Chrys Horn (above) said people cannot get worried because of one incident. “I just think it is making false connections to be worried suddenly because security forgets to lock up the domain so a car gets burnt. It doesn’t have anything to do with the skate park,” she said. Police said they are investigating into the incident and could not comment at this stage. News Owaka Pit problem highlights issues

Fashion By Georgia O’Connor-Harding and Bridget Rutherford SOME ELECTED officials are struggling to get information out of their own governing body after a community board was refused a briefing about a long-standing issue in its ward. The Halswell-Hornby-Riccarton Community Board has been denied a briefing from the city council on a report prepared about Wigram’s controversial Owaka Pit. Chairman Mike Mora (left) said city council staff had prepared a report about the pit, however, the board did not know what was in it. Before Christmas, the board asked for a briefing on the contents of the report to be set early this year but it was denied, he said. City council head of regulatory compliance Tracey Weston said to preserve the independence of the investigation it did not comment on ongoing matters. “It is also inappropriate to brief the community board about an active investigation

disappointed” by that response. “We asked for the report, we should be able to see that report as soon as practicable, and I believe we should be able to see it now. Warts and all,” he said. “It makes me feel very uncomfortable when we are elected to represent communities and

advocate for and on behalf of the community. Sometimes that can be a very difficult job.” Deputy chairwoman Helen Broughton said it was frustrating because it was a long-standing issue in the ward. “They’ve got some obligation to keep us informed.”

Mayor Lianne Dalziel (left) said elected members were briefed on overarching issues, but they could not necessarily be briefed on what was happening in a regulatory compliance space, especially if it was under investigation. “If elected members are seen to interfere with regulatory processes, then this could be subject to a judicial review.” It comes as information released to The Star showed city councillors and community board members had to resort to using the Local Government Official Information and Meetings Act process to request information out of their own council. The controversial pit on Owaka Rd was used as a recycling tip and has been a source of contention for years. In 2013 the medium density fibre in the pit spontaneously caught alight taking weeks to contain. The city council issued Owaka Holdings Ltd, which owns the pit, an abatement notice in April, 2015, which said all MDF had to be removed by April, 2016. FREEHOLD UNIT TITLES

onFashion But that notice lapsed in April and the city council did not reimpose it, in spite of requests to do so from the board. Ms Weston said it did not reimpose it because the city council initiated an investigation of potential compliance issues at the site. “The investigation is ongoing.” She said the city council was receiving monthly updates on the removal of the material, which was coming from an Owaka Holdings representative. Alan Edge, who owns Owaka Holdings, did not respond to The Star. Meanwhile, the Awatea Residents’ Association, which has fought for the MDF to be removed for years, had also requested the same report from the city council only to be denied. It had since gone to the Ombudsman to have it released. “It could be embarrassing if the public gets the information and we haven’t even been briefed on it,” Ms Broughton said. Mr Mora understood the report had been obtained by the Ombudsman. Meanwhile, figures show there were 11 requests for information under the LGOIMA from elected

officials during the previous term from 2013 to October 2016. The most were made by city councillor Yani Johanson, and then Shirley-Papanui Community Board deputy chairman Aaron Keown. Cr Johanson made four requests, including asking for a copy of documents relating to bids for cricket matches in the city and for the Adshel contract over the provision of bus shelters in the city. “I put these requests in following ongoing attempts to get information, and staff advice led me to put an OIA request in after everything else had failed,” he said. Current councillor Keown asked whether the tender for the new central library was the lowest, a breakdown for the financial agree-

ment over the disposal for The Crossing car park, and whether city council would install charging stations for electric vehicles. “I assumed the reason I wasn’t getting the information was because I was a community board member and not a councillor. That’s what I was told,” he said. He said elected members should get the same information city council staff got. Other requests were made by councillor Jimmy Chen and then Hagley-Ferrymead Community Board chairwoman Sara Templeton. City council chief adviser to the chief executive Adair Bruorton said the city council took information requests on a case by case basis. She said when it was unrelated

to the elected member’s official duties, or if it belonged to a third party or was sensitive, they would have to go through the LGOIMA process. Elected members could contact staff directly, provided they went through the “proper channels” and appropriate staff were contacted, she said. That was the same for Ms Dalziel and Deputy Mayor Andrew Turner, she said. “The vast majority of elected member questions and information requests are handled directly by staff.” Ms Dalziel said she had never used the LGOIMA process in her mayoral role, but had done so previously. Canterbury University political science senior lecturer Bronwyn

Hayward said it was very unusual for an elected member to go through the LGOIMA process. However, Dr Hayward said it probably related more to the elected member that was seeking the information and their personality and way of doing things. “We need to make sure that overall we continue this process of open and transparent government as much as possible.” In comparison, Waimakariri District Council Mayor David Ayers said there had been no case in the last five years of an elected member having to use the LGOIMA process, and it would be “extremely unusual”. “Elected members’ questions are always answered outside the usual constraints of individual privacy.” He said it was irrelevant what ward they represented. Selwyn District Council chief executive David Ward said elected members were encouraged to make requests directly to him, senior managers, or at meetings rather than put in a LGOIMA request. He said they could also gain access to information that did not necessarily relate to the ward they represented.

Painting, dressing up as clowns, and ascending to great heights at the rock climbing gym Clip ’n Climb are some of the fun activities participants have been up to lately. The programme that began earlier this month will finish today as the school year prepares to start up again. Special days were held weekly during the programme for the participants aged five to 13. Most recently magician Elgregoe visited to perform for the children while another time a “carnival day” was held. “I organised a big jumping castle, candy floss, face painting,” owner Yvonne Straman said. She said her programme is more social compared to others in spite of it being smaller. “I give them a bit more one on one. Because it’s not so busy I can give them more. A lot of programmes have like 60 kids and I don’t know how they cope with all that,” she said.

Community rallies behind Zonta garage sale St John on fundraising day to boost charities RICCARTON residents have been reaching into their pockets to support St John. Bunnings Warehouse Riccarton was one of many across the country to hold a barbecue for the charitable organisation recently. All funds raised from the Riccarton branch went directly to the St John Youth Cashmere Division. The amount of money raised could not yet be released. St John South Island region fundraising and marketing manager, Debbie Pipson, said all funds raised will go directly into helping the local community. “Our St John volunteers work tirelessly to help us save lives and change lives, and they couldn’t do it without the generosity and energy of local supporters like Bunnings,” she said. Bunnings Warehouse Riccarton complex manager Morgan Walker said the barbecue was a way for the community to show their appreciation for the work done by local volunteer emergency services.

Family activities, fun games and entertainment were also held throughout the fundraising day.

GOOD CAUSE: Bunnings Warehouse Riccarton team members Ali Kouzehgari and Zinan Bennett.

A GROUP of women have spent six months collecting items for a garage sale – with the proceeds to go to charity. Zonta Club of Christchurch South will hold its annual summer garage sale on February 11 with children’s toys, preserves, furniture, ornaments and linen among some of the items for sale which will be held bordering the village green on Dyers Pass Rd, Cashmere. Club president Sue Clark said the women have been busy collecting and making items to sell. “It is a lot of work but well worth it,” Ms Clark said. Members family and friends have helped by donating items as well. “It’s a white elephant sale, really, with a huge array of goods, all in good order and all donated to us by friends and families. This sale is an annual event . . . and it provides us with a great start to the year.” Funds raised are all distributed to the club’s chosen charities. “We have a number of very worthwhile charities which we support and it is incredibly satisfying to be able to make substantial donations to these groups. Next up on our activities

list will be a visit to the Broadfield Garden on February 19, and tickets to this are still available to the public.” The Zonta Club of Christchurch South is part of the national Zonta network which in the last four years has donated thousands of dollars to the Sophie Elliot Foundation, principally for the publication and distribution of the book Loves Me Not. A copy of this book is given to every student who participates in a course jointly delivered by the foundation and the New Zealand police, and on offer to all New Zealand secondary schools. Ms Clark says Zonta aligns itself well with the Sophie Elliot Foundation because Zonta’s prime aim is to improve the status of women worldwide. The Zonta Club of Christchurch South is well-known for its annual Zonta Sports Awards which attract competition from top athletes and sportspeople from the secondary schools in the region. For more information about Zonta or tickets to the Broadfield Garden tour, email christchurchsouth@zonta.org.nz or phone Sue 344 2141.

Cricket bid for Horticultural Centre By Andrew King THE Horticultural Centre in Hagley Park could be converted back into an indoor sports facility. The hall, which is next to Hagley Oval, is now rarely used by the Horticultural Society. The city council will decide on Thursday if it will allow the use of the building to be changed to allow for sport and recreation. If that happens, the Canterbury Cricket Trust will buy the building. But Hands Off Hagley, the group which unsuccessfully tried to stop the Hagley Oval development, said it didn’t want another commercial activity in the park. “It’s just nibbling away more and more park. The building is an eyesore. If the Horticultural Society don’t want it anymore, knock it over,” Hands Off Hagley spokesman Martin Meehan said. Hands Off Hagley only learned of the plan for the hall on Monday. “Here we go again is all I’m thinking,” he said. The Horticultural Society has owned the building for about 25 years. Before that it was a golf driving range and squash club, and prior to that it was owned by Canterbury Cricket.

Keown’s $100 challenge By Andrew King ONE HUNDRED dollars is up for grabs to anyone who can find an intersection in Christchurch which has the same amount of lanes – and no traffic lights – like one in Harewood. City councillor Aaron Keown has laid down the challenge and will give $100 to the first person who can find an intersection the same as Harewood, Breens and Gardiners Rds. “All up, there are 10 lanes that converge at that point. I don’t think there is another intersection like that in the city, that doesn’t have lights,” he said. The intersection has been labelled dangerous by local schools and residents. Nor’West News reported in September that residents, schools and elected officials all want a change to the intersection due to near misses with school pupils, cars and cyclists. More than 1700 people signed a petition set up by Cr Keown calling for lights to be installed. It was also the main focus of his 2016 campaign to be elected on to the city council in the Harewood Ward.

He is now using the petition to lobby for money to be set aside for the upgrade in the city council’s annual plan. A draft version of the annual plan is expected to be finished in mid to late March and put out for public consultation. “There has been unprecedented interest in this intersection. I am still receiving phone calls and emails asking

City councillor Yani Johanson attempted to get the $100 by suggesting Linwood Ave and St Johns St, but it only has eight lanes which meet. •HAVE YOUR SAY: Do you know of an intersection that has 10 lanes converging without traffic lights? By Mark Thomas – Fire Risk Management Officer LAST WEEKEND’S wild weather caused a few issues around town with our fire trucks attending a number of trees and lines down. Scariest for the occupants was a house in Marine Pde where a power pole ended up hanging over the building. Evacuation of the home was the only option until the power authorities could stabilise things. THe old pot on stove scenario was evident again this week with one of the incidents being at a school. I’m not going to say where because I don’t want to embarrass the staff but it’s so easy to see someone putting the pot on and then rushing off to do some of the thousands of jobs needed to do and simply forgetting. One third of all structure fires start in the kitchen. The saying: ‘Keep looking when you’re cooking’ never dates. One of the most frightening events for a young mother is accidentally locking your children in the car. We are quite often called to assist in breaking-in and mum’s distress is commonly picked up by the child who becomes equally unhappy. Not so on the Rapaki Track on Wednesday, where the trapped baby was still smiling when Woolston’s crew finally broke into the car. Mum smiled then too! A late night cigarette outside saved a

late model car from major damage in Avonhead in the early hours of Thursday when a smoker noticed, well, smoke! Smouldering electrics would probably have eventually destroyed the car. Not often something good comes from ciggies!

Health, Beauty & Fitness

Putting your feet first Health issues can begin from the ground up. Wearing the right footwear aids a healthy body and is especially important for people who spend time on their feet. Footwear that lacks support (especially in the arch area) can lead to painful foot conditions such as plantar fasciitis or heel pain. Good footwear can accommodate an orthotic supporting the foot and assisting posture, also helping relieve knee and back problems. Feet First Podiatry offers a full podiatry service for children, adults and the elderly. It is owned by Charlotte Russell who is assisted by Andrew Hawkey and Laura Finney. All are senior podiatrists registered with the New Zealand Podiatry Board. Whether you require general podiatry care, orthotics or have a more serious foot issue, associated with a medical condition such as diabetes or arthritis, Charlotte and her team can help. They also work with children, to manage foot function problems and other foot concerns that can cause lifetime problems. Feet First Podiatry now stocks a range of footwear, available both at their clinic and on-line. “Not everyone has a standard shoe fitting,” explains Charlotte. “Variances in foot shapes and sizes were the impetus to us sourcing footwear so our clients could have fashionable, functional and comfortable footwear suitable for all occasions.”

Feet First Podiatry’s Shoe Room carries a wide range of stylish practical footwear for both men and women. Brands carried include Vionic and Revere where a person’s own orthotics can easily be fitted into the shoe and the FRANKiE4 range, which is designed by a podiatrist, comes with a half and full removable insole and allows you to insert your own orthotics, while the Propét selection is available in various widths and has a deep toe box making it ideal for people with diabetes. Look out too for the new Anodyne range – attractive footwear for both men and women –expected to arrive soon. Feet First Podiatry has their main clinic at 37 Main South Road and satellite clinics at Darfield Pharmacy, Marshlands Family Health Centre, Redcliffs Clinic, Waltham Medical Centre and Woodham Road Pharmacy. To contact Feet First Podiatry, call 03 348 7910, email: info@feetfirst.co.nz, or visit www.feetfirst.co.nz where you can also see the footwear they carry on The Shoe Room page.

Offering a full range of dental services

A fortnight. One month. Two months. How much time and patience does one need to have a porcelain crown or a ceramic dental restoration nowadays? At Merivale Dental Group, they acknowledge people have hectic lifestyles juggling work and family life leaving little time for multiple dental appointments. CEREC same-day dental crowns and implants are the most modern technology available in dental restoration. They are one of a few practices in Christchurch being able to manufacture and place ceramic restorations by taking a 3D

digital scan of your teeth. The tooth is then designed on clever software and sculpted by a milling unit which allows them to produce beautiful, strong porcelain restorations in the one appointment. This means no temporary restoration and no second visit for their patients. Merivale Dental Group has the latest and state-of-the-art Omnicam CEREC unit. Dentists David Rowley and Jenny Kim believe that the advances of digital dentistry are the way of the future and pride themselves in producing strong long lasting restorations.
